During the July 7th opening ceremonies, federal Health Minister David Dingwall delivered an address to the conference while several hundred delegates turned their backs on him and chanted "Shame". Activists were effective in drowning out his entire seven-and-a-half-minute speech and, with the international media watching, successfully raised the issue of the need for a renewal by the Canadian government of the National AIDS Strategy, which runs out in 1998. At the end of Dingwall's speech delegates chanted, "Where's Chretien?" Following the conference, AIDS activists have dogged Chretien wherever he goes demanding a commitment to funding. ÿþ<brÿþ>ÿþ<brÿþ>ÿþ Activists also identified a variety of key issues which affect people living with HIV/AIDS and have distilled them into a declaration of rights which we reprint below. Watch for coverage on the "politics of AIDS" in an upcoming issue. ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<bÿþ>ÿþCanadian Declaration of Rights for People Living with HIV/AIDS ÿþ</b>ÿþ<brÿþ>ÿþ<brÿþ>ÿþ HIV is a pandemic that constitutes an ever-increasing threat to humanity and affects all communities. People living with HIV/AIDS experience multiple losses which are compounded by both poverty and discrimination which constitute a violation of our human rights. Federal, provincial, territorial and municipal governments play a critical role in ensuring there is an effective societal response to preventing the spread of this fatal transmittable disease and supporting those already infected. The response of government to individuals and individual rights is a foundation of any response. ÿþ<brÿþ>ÿþ<brÿþ>ÿþ This Declaration of Rights is the expression of persons living with HIV/AIDS to realize the full and equal enjoyment of our rights and freedoms, without distinction and under all circumstances. ÿþ<brÿþ>ÿþ<brÿþ>ÿþ Therefore, we, as people living with HIV/AIDS in Canada, being participants in the 1996 HIV Forum of the Canadian AIDS Society, declare our individual and collective rights to: ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<olÿþ ÿþtype="i"ÿþ>ÿþ ÿþ<liÿþ>ÿþComprehensive protective legislation and anti-discrimination policies. ÿþ</li>ÿþ ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<liÿþ>ÿþUniversal access and choice to a full continuum of care which allows us to live and die with dignity and grace. ÿþ</li>ÿþ ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<liÿþ>ÿþUnrestricted access to the therapies we choose. ÿþ</li>ÿþ ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<liÿþ>ÿþExplicit commitments to an ongoing and continual research agenda that will improve our lives and realize a cure. ÿþ</li>ÿþ ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<liÿþ>ÿþConfidentiality pertaining to our HIV sero-status and safety in all environments should we choose to disclose. ÿþ</li>ÿþ ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<liÿþ>ÿþFull involvement in any decision-making process affecting our lives. ÿþ</li>ÿþ ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<liÿþ>ÿþSufficient income and adequate housing which enable us to sustain our health. ÿþ</li>ÿþ ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<liÿþ>ÿþFull freedom of movement, travel, mobility and migration. ÿþ</li>ÿþ ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<liÿþ>ÿþExpress our sexuality. ÿþ</li>ÿþ ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<liÿþ>ÿþAbsolute control of our reproductive choices. ÿþ</li>ÿþ ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<liÿþ>ÿþRemaining the parents of our children and continuing to be the children of our parents. ÿþ</li>ÿþ ÿþ<brÿþ>ÿþ<brÿþ>ÿþ ÿþ<liÿþ>ÿþFull access to information and services that reflect our needs and that are based on our language, literacy and cultural background. ÿþ</li>ÿþ ÿþ</ol>ÿþ Ensuring the quality of life and health of persons with HIV/AIDS is a fundamental responsibility of government. Federal, provincial, territorial and municipal governments of Canada have a critical role to play. We call upon the federal government to renew its national commitment to HIV/AIDS and continue its leadership role in the planning, implementation and coordination of a national plan responding to HIV/AIDS in Canada.
