At the recent 21st Constitutional Convention of the Canadian Labour Congress (CLC) an "Action Plan" was adopted which paid scant attention to the question of work reorganization. The CLC Action Plan meekly concluded by stating that "the issues which it [work reorganization] gives rise to need to be discussed on a movement-wide basis." This showed that the CLC continues to be indecisive with respect to issues such as the Team Concept, Total Quality Management (TQM), multi-skilling, and so on. 


﻿<br﻿>﻿<br﻿>﻿

Nonetheless, some CLC affiliates are making highly commendable efforts to resist the corporate drive to restructure the organization of work. The Ontario Council of Hospital Unions is one such body, and their new book on resisting TQM, entitled How to Stop the Quiet Massacre, shows why. 


﻿<br﻿>﻿<br﻿>﻿

This timely handbook is written by Rob Fairly of the Canadian Union of Public Employees. Fairly pulls no punches in declaring at the outset that "TQM is emerging as a deadly weapon in the hands of public sector employers." He understands that TQM involves "a union-busting process" which, like all productivity improvement programs," is being used to dismantle the labour movement from the bottom up."

Fairly recognizes that the fight against TQM is an ideological struggle for the hearts and minds of workers. In addition, he correctly situates management's aggressive efforts to implement TQM in Ontario's public sector workplaces in the context of the end of the post-World War II "truce" between employers and organized labour. 


﻿<br﻿>﻿<br﻿>﻿

﻿<i﻿>﻿How to Stop the Quiet Massacre﻿</i>﻿ concludes with a detailed "local union plan of action" based upon membership mobilization. This action plan specifically calls for a well-planned, well-promoted membership meeting designed to "win a membership mandate to oppose TQM." 


﻿<br﻿>﻿<br﻿>﻿

﻿<i﻿>﻿How to Stop the Quiet Massacre﻿</i>﻿ is one of just a few truly useful Canadian labour publications dealing with work reorganization. It is essential reading for union leaders and activists confronted with management efforts to implement TQM and needs to be circulated as widely as possible.
